Purpose
Plymouth Development is committed to providing a safe, respectful, and secure environment for all users, staff members, partners, and community participants. As an online development corporation operating across platforms, including Roblox, Discord, Google Workspace, Social Media Platforms, and associated digital services, we recognise that many members of our community may be children and young people.
We are responsible for safeguarding and promoting the welfare of children, young people, and vulnerable individuals who interact with our organisation. This policy outlines our commitment to preventing abuse, exploitation, neglect, harassment, discrimination, and inappropriate behaviour across all Plymouth Development services and platforms.
Safeguarding is embedded throughout our operations, including:
- Community Moderation
- Recruitment and Staffing
- Events and Partnerships
- Communications and Support Systems
- Digital Platform Management
- User engagement and community activities
This policy establishes procedures for recognising safeguarding concerns, reporting incidents, responding appropriately, and maintaining a culture of accountability and protection.
Plymouth Development follows recognised safeguarding principles and aims to operate in line with relevant UK legislation and guidance, including:

We maintain a zero-tolerance approach towards behaviour that compromises the safety, dignity, or well-being of any child or vulnerable individual.
Scope of this Policy
This policy applies to:
- Directors and Leadership personnel
- Moderators and community management teams
- Contractors, affiliates, and volunteers
- Community members and platforms users
- Anyone representing Plymouth Development
This policy applies across all official Plymouth Development platforms, including but not limited to:
- Roblox Experiences and Groups
- Discord Servers
- Website Services
- Social Media Platforms
- Email Communications
- Events, Programmes, and Partnerships
Our Comittment to Safeguarding
We believe every child and young person has the right to participate in online communities free from abuse, intimidation, exploitation, harassment, or harm.
Plymouth Development is committed to:
- Promoting a culture of safety, respect, and inclusion
- Taking all safeguarding concerns seriously
- Responding promptly and proportionately to reports
- Encouraging safe online behaviour
- Maintaining professional boundaries
- Protecting personal information and privacy
- Supporting victims of abuse or misconduct
All staff members, moderators, and affiliated individuals share responsibility for safeguarding.
Professional conduct must be maintained at all times. Any communication with individuals under the age of 16 must remain appropriate, transparent, and, where possible, conducted within monitored or public environments.
Private messaging with minors is strongly discouraged unless:
- It is operationally necessary
- Related to moderation or support duties
- Conducted professionally
- Logged or reviewable where possible
Prohibited Behaviours
Plymouth Development operates a strict zero-tolerance policy towards
- Grooming or predatory behaviour
- Sexualised communication involving minors
- Exploitation or manipulation
- Harassment or discrimination
- Bullying or intimidation
- Doxxing or sharing personal information
- Blackmail, coercion, or threats
- Hate speech or extremist content
- Distribution of explicit or illegal material
- Encouraging self-harm or dangerous behaviour
Any individual found engaging in such behaviour may face:
- Immediate suspension or removal
- Permanent bans
- Reporting to Roblox, Discord, or platform providers
- Referral to law enforcement or safeguarding authorities
Recognizing Harm and Abuse
Safeguarding concerns may present in many forms, particularly within online environments. Forms of abuse may include:
- Physical abuse
- Emotional abuse
- Sexual abuse
- Neglect
- Financial exploitation
- Online exploitation or coercion
- Cyberbullying
- Radicalisation
Online-specific risks include:
- Grooming through private messaging
- Sharing inappropriate or explicit content
- Manipulation or coercion
- Catfishing or impersonation
- Threats and blackmail
- Unauthorised sharing of personal date
We recognise that safeguarding concerns may originate both inside and outside the Plymouth Development platform. Any concerns involving a member of our community will be treated seriously, regardless of where the incident occurred. The welfare of the child or vulnerable individual will always remain the primary consideration
Reporting and Responding to Concerns
Safeguarding is everyone's responsibility. Any individual who becomes aware of a safeguarding concern, disclosure, or incident involving a child or vulnerable person must report it immediately to the Plymouth Development Safeguarding MailBox or Local Law Enforcement.
Reports should include as much relevant information as possible, including:
- Usernames or account details involved
- Dates and times of incidents
- Screenshots, logs, or other available evidence
- A clear and factual description of what occurred
Where possible, individuals should avoid speculation and focus on factual information. Under no circumstances should individuals:
- Attempt to investigate the matter independently
- Confront or engage with the accused individual
- Promise confidentiality to the reporting party or affected user
- Delay reporting a concern
All safeguarding concerns will be handled with sensitivity, confidentiality, and in accordance with applicable data protection legislation, including UK GDPR.
Response to a Safeguarding Concern
When a safeguarding concern is reported, Plymouth Development will take appropriate and proportionate action based on the severity and nature of the issue. Possible actions may include:
- Temporary suspension or permanent removal of users
- Removal of harmful or inappropriate content
- Internal investigation by leadership or moderation terms
- Preservation of evidence for review or escalation
- Reporting to platform providers such as Roblox or Discord
- Referral to relevant safeguarding authorities or law enforcement where necessary.
Where there is an immediate or credible risk to a child or unlerable individual, Plymouth Development reserves the right to take urgent action without prior notice in order to protect users' safety.
All cases will be assessed individually, and decisions will be made based on safeguarding best practice, fairness, and the protection of all community members.
We are committed to ensuring that all safeguarding concerns are taken seriously and addressed appropriately, with the welfare of the child or vulnerable person always being the highest priority.
